Early Nebraska Territory Legislature and Laws
The 1854 opening of Nebraska Territory led to a six district census and a December election for a thirteen member council and twenty six member lower house. The First Legislature met in Omaha January 1855 and adopted many Iowa laws with amendments while creating counties and enabling railroads and banks. Subsequent sessions organized county governance, militia, and capital debates, and a crude criminal code was left unsettled after disputes over capital removal.
