Dr. Charles W. Jeffrey of Rawlins Wyoming proposes a 200000 bond issue to fund a County Hospital in Polk County. He would buy the bonds at issuance, pay regular interest for life, and revert the principal to Polk County at his death, with the hospital memorialized to his mother.
