Norwalk Hangs Future On Municipal Income Tax Plan

Norwalk officials led by Mayor Harold Finch push a city income tax to fund capital projects and operating needs. They argue $300,000 to $400,000 yearly would cover two dozen million in improvements including Linwood Bridge replacement and water plant fixes while opponents doubt the documentation and timing. The group warns of stagnation if revenue lags and cites pension obligations and potential losses from license fees. Finch maintains the tax fairness for fixed incomes and insists growth requires new revenue.
