In Ohio, Margaret Delaney vows to keep flying the flag for her son John killed in Vietnam and for Thomas who served since 1965, after vandals burned the flag and neighbors donated three replacements. The couple plans a taller pole to honor them.

Norwalk charter panel loses secretary Melvin Robinson after dispute over reading minutes. Commissioner Herbert Griffiths moved to table discussion at a 22 hour session with the attorney, Robinson threatening to quit if minutes were not used. The vote on minutes was 3 to 2 with many absent.

Diplomats expect arrival by November 4 with Chi possibly leading. earlier talk tied Chou En Lai to attendance after the General Assembly voted to seat the Peoples Republic of China and expel Nationalist China.
Haskins Sells urged salary increases for Norwalk officials as council plans to adopt recommendations from their study. The report suggests raising the mayors pay to 475 dollars a month and the treasurer to 315, with other posts reevaluated. Some raises may require a new term.
