New York police officers, numbering about 23,000, largely ignored illegally parked cars and red lights with only warnings amid a work slowdown over a new contract. Over 500 officers called in sick, straining precinct switchboards on the third day of the action.
Republican candidate Richard Nixon plans a train tour through Ohio with stops in Middletown Dayton Springfield London Columbus Marion Lima and Deshler ending in Toledo. The trip mirrors much of a 1960 campaign swing through the state.
The American Insurance Association representing 160 firms announced an auto insurance plan to replace fault based payments. Victims would have economic and medical losses paid by their own insurers with no cross company litigation or settlements.

Milton Howser an 18 year old from Sandusky was arrested in Norwalk after attempting to steal $10 worth of fried chicken from Terry's Restaurant. He pleaded guilty and received 90 days in jail and a $300 fine for defrauding the eatery. Deputy prosecutor Ron Freeman said the heavy penalty reflected his refusal to name accomplices. The incident began when Howser ordered two buckets then fled after promising to pay, prompting a chase and a motorist to record the license on Route 250 north.
Six instructors will lead a defensive driving course Wednesday at St Paul Social Hall sponsored by the Firelands Business and Professional Women's Club. The 6:30 to 10:30 p.m. program will feature Ptl. John Short, Ralph Spiegel, George Manyak, Howard Hershey, Deputy John Warner, William Young, and Cpl. Jack Hendrickson with a film and demonstrations on safe driving practices.
