About 150 people attended a peaceful KKK rally on land leased by Dale Reusch in Parma after city officials initially barred use but later reversed the ruling. Police counted 44 officers and 75 onlookers watched across the street.
Former President Lyndon B. Johnson says he was prepared to crush the Tet Offensive and that the communists failed to force a peace, while antiwar lawmakers and press were misled. He also cites Nixon supporters trying to sway Saigon on a bombing halt and links Humphrey’s Salt Lake City speech to Paris talks.
Soviet Premier Kosygin met Prime Minister Trudeau in Ottawa amid tight security after police found two bombs near the Soviet Embassy. Three suspects were detained, with 12 sticks of dynamite and timing devices seized. one suspect identified as Montreal-born.

At the United Nations Albania led the General Assembly debate on China with a demand to expel Nationalist China. Foreign Minister Nesti Nase argued the Chiang Kai shek clique must go and criticized the U S two China plan as imperialist. He condemned U S actions against China and noted the PRC's rise as a strong socialist state while a vote split among undecided nations loomed.
