Alexei Adzhubei, editor of Izvestia, and Pravda editor Pavel Stayakov are among those fired, amid a crackdown on Khrushchev loyalists. The regime vows to keep peaceful co existence with the West and a stronger home front. Vladimir Vinogradov reaffirmed peaceful settlement policy in Tokyo. Khrushchev, 70, is described as politically disgraced or in poor health.
Red China announces a successful test at 3 p m Peking time and pledges not to be first to use nuclear weapons. It proposes a world conference to ban and ultimately eliminate nuclear arms. Observers place the test likely in Sinkiang or Mongolia as Fordham records a very strong quake at 3 13 a m EDT.
Harold Wilson and the Labour Party won a narrow parliamentary win over Sir Alec Douglas-Home and prepared to form a new government. Douglas-Home to resign, Queen Elizabeth II to be informed, as Labour braces for a fragile majority with 315 seats at tally.
A three judge panel ruled the Hanna Amendment unconstitutional and ordered reapportionment within two years. The court postponed the effective date to allow the 1965 session to draft a new district plan and required a constitutional amendment for a new method of selecting legislators. Under the plan Ohio’s House members would represent about 97 000 people according to the 1960 census.
