Norwalk City Auditor Charles Hipp told the Kiwanis group that city hall is a weak link and needs a charter to fix archaic, poorly defined duties. He argued budget processes expose organizational problems and urged a yes vote on the November charter question.
In Washington the Kennedy brothers see their 198 million war on poverty package advance in the Senate on a 50 to 36 vote with support from Javits and Democrats "Robert" and "Edward" of New York and Massachusetts. In Columbus Ohio state auditor Roger Cloud notes municipal water works profits. 143 cities report 91.5 million revenue and 53.7 million expenditures with 30.6 million capex for water facilities. Electric power and light plants run by 37 cities show 44.2 million revenue and 30.4 million maintenance. 34 cities report 14.7 million capital outlay for services.
UPI reports eight of ten wounded U.S. servicemen return to active duty after medical treatment. Defense officials in Saigon say war casualties have surpassed 100000 as students rally in support of the strike action.
