The latest 100 percenters include the Mary Ann Shop City Loan Co Patrick Hiss Holman Jewelers Huron County Banking Co Citizens National Bank County Recorder's office and Moore's store. Louisiana Hurricane Hilda prompts state leaders to direct rebuilding efforts after a recovery visit by Gov McKeithen. William E Miller plans first southern campaign stops in Wilmington Asheville and Hickory NC as part of a broader 1964 bid.
In St Louis Hubert H Humphrey pledged that a Johnson Humphrey administration would not ignore the needy. His prepared remarks to the National Conference of Catholic Charities drew some criticism from attendees.
The Supreme Court faces the first test of the civil rights law with arguments over Congress power to enforce interstate commerce. Birmingham and Atlanta cases move to briefs, guiding anti discrimination provisions as the court acts promptly. Meanwhile GM and UAW seek unit contract cleanups ending a 12 day strike, and Goldwater criticizes minority lobbying in Pennsylvania.
Snow fell lightly in Cleveland today and may recur tonight with more light snow. Partly cloudy conditions with a chance of snow showers then clearing by afternoon tomorrow. Cold tonight with frost and freeze possible, low around 31 to 37, Wednesday high 53 to 60. Deaths include George A. Brundage of Lomita California and Mary Huth, aged 86 of 59 N Foster.
C. F. Neece, 51, spent 10 hours on driftwood as winds to 90 mph battered the Gulf of Mexico. Rescued at dawn by a helicopter near Dauphin Island after Bonnie Fortune vessel driven aground. He survived by water discipline and faith, with body temperature at 94 degrees and cold feet post rescue.
The FBI confirmed it is investigating the cutting of four long distance cables in Ashland area. Northern Ohio Telephone Co employees worked to restore service, with over 12 hours of outage and repairs potentially longer. A Bell system cable to Cleveland, Columbus and Toledo remained down mid morning, while three other Northern Ohio cables linked Ashland to Norwalk and Medina were also cut.
Union members from Local 986 IBEW will provide troublemen for emergency repair service at the company, defining emergencies as fire, police, hospital, ambulance and doctors on call. Each district will have a designated emergency service lead, and a union repairman will assist if a trouble truck is on site. The union may rescind the offer if misused. The other note reports the final removal of stained glass from First United Presbyterian Church as services ended, with plans for a new sanctuary and education building on Benedict Avenue and temporary services at Norwalk Junior High School before Atlantic Refining Co razes the old building.
The six jet XB70 flew for 90 minutes with test pilot Al White at Edwards AFB. A precautionary landing followed when a warning light signaled a back up hydraulic system issue. The flight focused on basic maneuvers and reliability rather than maximum performance.

The Soviet Foreign Ministry acknowledged agents searched four Western attaches in a Khabarovsk hotel during Sept 28 29 travel on the Trans Siberian Railway. It cited spying as justification and warned they could be expelled as persona non grata while the four men now in Tokyo face allied protests and ongoing tensions. The incident marks the seventh such interference since 1963.
