648 Tries To Buck Bureaucracy By DICK HOBSON
The Huron County Board of Mental Health and Retardation reports that complete consolidation of mental health services cannot occur before 1980 due to a complex bureaucratic process. LEAA grant funds for troublesome youths must shift from 648 to the Linn Center, delaying full integration and keeping two counselors at 648 offices. The board approves interim arrangements, budget revisions, and plans while a related lawsuit over unemployment benefits proceeds.
