The Norfolk & Western Railway reports furloughs tied to the United Mine Workers strike entering its fourth day. A Cleveland PR officer would not specify numbers. a Norwalk yard official says no layoffs are announced or planned. A separate incident in Jacksonville involves a would be hijacker killing his wife and himself during an aborted hijack. Denison University names 32 homecoming queen contenders the King Sisters.
In Saigon after the election U S forces reduced use now include four full battalions and three smaller units ending combat roles. The withdrawal drops 3 215 troops to 212 500 remaining as of September end, the lowest since February 1966.
Shirley Chisholm, a New York Democrat and black congresswoman, said she may run for president without seeking endorsements. She stated only Almighty God and her conscience would deter her and urged black leaders to back off her race plans.
A Norfolk Virginian Pilot report cites a labor union official letter that questioned Rep. Richard H. Poff's 1963 bill to require Supreme Court justices be native born. The note suggested the move aimed at pleasing a constituency, possibly the Klan, and referenced Felix Frankfurter.

President Nguyen Van Thieu secured about 94.4 percent in a one candidate style election with 5 776 074 votes for and 353 148 against. Opponents Ky and Minh quit citing ballot rigging while Thieu pledged to resign if not winning half of ballots. Thieu’s four year term starts October 31.
A tube blew in the number one boiler at the municipal plant, leaving only boiler four and a diesel unit to power turbines. Output reduced by about a third while repairs proceed on boiler five. Don Davis called the situation critical and urged residents to conserve electricity as workmen race to restore normal capacity.

South Central Local School District faces possible shutdown as the county board weighs a state loan to cover shortfalls. Supt. Lowell Etzler says money runs out by November 15, while a 2.7 million state loan would only delay the crisis. County Supt. Thomas Lasley calls the plan a false sense of security and urges local action. The district would need about 60,000 to finish the year, and a levy on the November ballot could fail, worsening the situation for Greenwich residents and county schools.
