In Youngstown James Anderson, 30, faces seven counts of vehicular homicide after a car plowed through a downtown crowd killing seven. He also faces charges of driving without a license and escape attempts from South Side hospital where he was held after a jail-cell incident. Anderson has a history of alcoholism and multiple hospital treatments.
Newly elected Cleveland Mayor Ralph Perk, who pledged no tax increases, said a tax hike may be needed to avoid laying off 1,000 city employees, about 10 percent, by early next month as the city faces a $24 million year end deficit.

In a quiet shakeup at the FBI under Director J Edgar Hoover almost half of the top staff have been replaced. William C Sullivan 56 left after a lengthy dispute over changes Sullivan reportedly pushed for reforms opposed by Hoover. Alex Rosen 66 to succeed Sullivan while W Mark Felt rose to No 3 ahead of Sullivan.
Two mobile home park owners in Norwalk sue the city in Huron County Common Pleas Court claiming the January rate change that blocks residential resale of electricity is discriminatory. Richard Enzor of Westwood Mobile Estates and John Ockenga of Norwalk Mobile Home Park seek 22 750 dollars plus 20 000 damages and 250 dollars monthly loss revenue since January. They argue city officials offered to buy park systems but valued them at 8 000 to 9 000 dollars each, forcing park residents to pay higher commercial rates. They seek restoration of pre-1971 policy or monetary damages.
Heavy fog blanketed the vicinity of Norwalk Ohio as a semi-trailer and a milk truck collided on U.S. 250 four miles south of Norwalk.
