Election '78 Schools Key Issue In Governor's Race
Ohio's school financing has long relied on local property taxes with state subsidies. The 1970s brought inflation, property tax relief, and an uneven equal yield plan. A Hamilton County court found the subsidy unconstitutional, prompting new state oversight and a $115 million fund with $40 million as a loan to aid districts.

Religion Is Deeds As Well as Words Notions Of Faith At Home
Dear Abby explains a religious family life based on breakfast table talks and service. Neighbors label their children atheists for not attending church, but the family asserts God’s spirit within all and actions to aid others as true faith. A reader offers that view as a model.

Like Old Times in Ohio Sheriff Hangings Ended Local Deaths
In early Ohio sole sheriffs carried out murder executions. Huron County Sheriff Lyman Farwell hanged two Ottawa Indians on July 1, 1819 near the Episcopal Cemetery at 95 West Main Street. Later Sheriff Edward C. Culp executed Bennet Scop in 1870 in the old jail for murdering Jacob Goodman. The jail was replaced in 1886. Scop helped build the scaffold and chose his last attire, while Governor Rutherford B. Hayes advised no interference. This marked the end of local executions in the county.
