Valery Giscard d Estaing, after winning a tight presidential victory over Francis Mitterrand, vows a swift new government to avert leftist economic chaos. He will take office next Monday, name a premier that day, and hold a cabinet meeting the following Wednesday.
A University of Miami center reports Soviet naval units anchored in Cuban waters provide a permanent strike capability. The three authors say Moscow views Cuba as a deterrent to U S intervention in the Caribbean and cite vessels at Cienfuegos with nuclear missiles as evidence.
Jubilation swept India as a nuclear device exploded, bolstering Prime Minister Indira Gandhi's government despite economic woes. A young celebrant remarked that hunger remains but the nation now has status to be reckoned with.
