Gov. James A. Rhodes spokesman noted that any new highway taxes need backing from lobby groups that opposed the 1975 1.25 billion transportation bond. ODOT director David L. Weir told a House Finance panel the department is broke and shifting to maintenance, canceling 39 projects and deferring 70 million dollars of needed work. He warned gaps in arterial routes and bypasses won’t close without new funds and that federal matching money would be lost. Weir urged input from AFL-CIO, UAW, League of Women Voters, Ohio Education Association, and others before any program is decided. He declined to back a gasoline tax or converted sales tax without their support. A PAYG plan was floated as an alternative to bonds.
