Chuck Winn of General Telephone reported a submerged Ohio Bell substation between here and Toledo slowed long distance, with about half the usual calls processed. Milan Village Council granted permission for the Milan Melon Festival Committee to use the village square and nearby streets for this summer's event with conditions. Roads including Huron and Park streets and Lockwood Road will be closed during the festival, and Park Street will not close before a.m. Friday. The council also asked for barricade duties to be assigned for the parade day.
