An offshore Monterey quake measuring 4.6 on the Richter scale rattled the California coast from Monterey to San Francisco with no major damage reported. In Columbus, Gov. John J. Gilligan proposed a $22.5 million increase to total $36.5 million for a 1972 73 drug abuse program covering education treatment and enforcement.
Cassius Clay endured a brutal 15th round KO by Joe Frazier in New York. His battered jaw was bruised but not broken. Ali was rushed to a hospital for a 40 minute exam and skipped the postfight press conference. He remained silent as X-rays reportedly showed no fracture and he rested at his hotel afterward.
Robert Summerlin, convicted for selling an obscene book, filed a motion for rehearing with the Ohio Supreme Court after the court refused review last week. If denied, he may seek U S Supreme Court review or a habeas corpus suit in Toledo. Summerlin, owner of Bob's Grocery and News Stand, was sentenced to 1 to 7 years in the Ohio Penitentiary.
Pat Haley assistant basketball coach at Bowling Green State University has been named head coach, effective immediately. He succeeds Bob Conibear who resigned after three seasons. Haley earned three letters as a guard for the Falcons in the early 1960s.

Cleveland police say evidence indicates the Akron Breed gang planned the weekend clash with the Hell's Angels allied group that left five dead and 21 injured at the Motorcycle Custom and Trade Show. More than 50 suspects faced possible charges including murder and inciting riot as investigators pursue conclusive links.
About 1 600 spill into the Cuyahoga Community College gym for the Ali Frazier fight. The sold out 4 200 seats were overwhelmed as about 5 800 watched, many paying 10 12 or 15 dollars were turned away with refunds offered. Other city locations reported no trouble.
Bernard Lehan 34 Chestnut Street, manager of a Norwalk Sears store, filed petitions to run for one of 15 seats on a proposed city charter commission. He is the eighth candidate to file as voters decide in May. Filing deadline is Saturday. write-in votes require declaration 20 days before election.
The Planning and Zoning Commission will review a rezoning request from City Council and plans for property owned by contractor Robert Price at 110 Norwood Ave. The meeting starts at 7 p.m. in city council chambers. Price seeks development of less than 10 acres on Norwood's west side north of Fair Road as part of a larger housing project. the rezoning petition was filed by Robert McConkey for 16 Rosedale Blvd toR 2 for a two family residence.
