Willard weighs ward line changes after census

Norwalk area council members discussed a charter amendment to redraw Willard ward boundaries after the 1970 Census. The proposal would move a small triangle area from Ward 1 to Ward 2 along Keefer and Front Streets, with the main lines set by Baltimore and Ohio Rail, Tiffin Street and Myrtle Avenue. Elections officials note population basis guides reapportionment, not registered voters. Ward changes would take effect for the 1972 primary if approved.
