UPI reports a tense Detroit frontage near 12th Street and Clairmount where a drunken arrest escalated crowd anger. The scene shows police violence and crowd fear as officers beat a handcuffed suspect while reporters observe, hinting at underlying ghetto tensions and potential for riot.
Norwalk shows a 12 percent population rise since 1960 with 27 percent more public school students and a seven percent gain in water meter connections. National Guardsmen and paratroopers faced organized Negro sniper squads as Detroit endured a third night of heavy combat with tanks, armored vehicles, and automatic weapons. French President Charles de Gaulle cancels plans to visit Ottawa after a rebuke from Canada's government over his Quebec speeches. He will return to Paris this afternoon, ending his Canadian tour that began in Quebec City. Lester Pearson criticized de Gaulle’s calls for French Canadian nationalism saying Canada is already free.

Boxboard Packaging Co and nine individuals object to sanitary sewer and water main assessments for Ontario and Grove Avenues. The three member equalization board expected to finalize recommendations for City Council by Aug. 1. Objektors cited costs and limited personal benefit from the new lines. Robert Wiedemann urged higher city payment or broader beneficiary funding, noting Boxboard’s line serves a plant already on water.
Delbert Crawford president of council will speak at 7 30 p m Thursday at the Norwalk Recreation Center. The Norwalk Grassroots Organization invited him to discuss municipal housing, jobs, and related policy issues.
The Norwalk Chamber of Commerce moved to place a city charter commission on the November ballot. Twenty petitions are circulating needing 361 signatures, about 10 percent of last city voters. The effort aims to let residents decide how the city is governed, with options including a city manager, continued current system, or full-time mayor.
