U.S. Rep. Frank T. Bow says most American combat troops will be out of Vietnam by the time Nixon meets Premier Chou En Lai, after attending a White House briefing on China policy. He agrees with Sen. Hugh Scott that the war winding down will be expedited.
About 20 000 repairmen installers and operators at Ohio Bell Telephone Co were due back at midnight after a week long strike. An Ohio Bell executive called the tentative national level agreement with the Communications Workers of America exceptionally good and welcomed workers back. The CWA Ohio director cited a three year contract with more than 30 percent wage and fringe benefit increases retroactive to May 1 1971.
Cape Kennedy reports the Apollo 15 countdown starts at 6 30 a m EDT with liftoff scheduled for 9 34 a m Monday. The crew consists of David R Scott Alfred M Worden and James B Irwin. They plan a 67 hour stay on the lunar surface including a landing in a moon basin framed by high mountains and a deep canyon.
Police Inspector Patrick L. Gerity, 51, will announce his mayoral candidacy in Cleveland. A Democrat who moved from Bay Village to qualify, he has not disclosed whether he will run as a Democrat or an independent.

A blue ribbon San Francisco crime committee urged legalizing marijuana for adults while retaining deterrents. The panel said criminalization has failed and proposed regulating usage like liquor, drawing sharp police and narcotics bureau opposition amid a stormy final report.
Gov. John J. Gilligan issued an emergency order banning the import of any horse that has been in Texas since a sleeping sickness outbreak. Agriculture Director Gene Abercrombie supported the action stating no Ohio alarm, with cases reported in Texas Louisiana and Oklahoma but not in northern states.
The draft lottery to determine the order of call for men who turn 19 in 1972 is set for August 5 at the Commerce Department Auditorium in Washington. Inductions have halted since July 1 as Congress negotiates extending the induction provision, but officials say the lottery process remains the responsibility under draft law and helps young men plan ahead.
Rudy Vallee withdraws from his reappointment to the City Traffic Commission after neighbors protest a plan to rename Pyramid Place to Rue De Vallee. Mayor Sam Yorty supported the move, but Vallee says the street name flap humiliated him and he still prefers the residents decide the name, even joking about Eden Roc as a choice.
A one year old Norwalk girl Mara L Felix was struck by a car at Whittlesey Avenue laundromat and listed in critical condition at Fisher-Titus Memorial Hospital with possible internal injuries. Driver Elizabeth McCreary of Laylin Road said she did not see the child and stopped after the parents alerted her. The car reportedly rolled onto the toddler.
Robert A. Patterson of New London filed petitions for mayor, joining a growing slate as incumbent Winston White has not yet. On the Monroeville side, Malcolm A. Smith seeks re election to the Board of Education while Ralph C. Hedden runs for the first time. Kathryn R. Meyers and Robert C. Martin also filed, along with incumbents William A. Scheid and Warren J. Jump. Petitions are due by 4 p.m. August 4.
UPI reports U S military police in Vietnam arrested 1136 GIs for heroin offenses in June, nearly matching the 1146 arrested nationwide in all of 1970. The figures, plus many requests for amnesty by addicts, underscore a narcotics problem seen as as bad as congressional estimates of 10 to 15 percent of GIs using narcotics.
