Defense Secretary Harold Brown ordered a manpower reduction of about 22 percent in his office and related agencies. The total falls from 2065 to 1617 employees, with some cuts achieved through early retirements, stemming from a review begun May 27.

Four Greater Cleveland Regional Transit Authority supervisors were suspended following the East Side rapid transit crash of July 8 that injured 45 people. The suspensions affect William J. Braun Kenneth R. Cox Francis T. Ede and Randolph Wilson. Cox was acting station superintendent and Wilson a towerman at Union Terminal during the mishap. Braun and Ede had been assigned as supervisory flagmen at track ends amid routine maintenance between Shaker Square and East 83rd Street.
In Los Angeles UPI reports federal judge Robert Kelleher sentenced Palos Verdes Estates cabinetmaker Andrew Dalton Lee to life in prison for selling top secret CIA documents to the Russians. He faced possible death but the Justice Department did not pursue it. Lee is parole-eligible in 10 years.
The special administrator of Howard Hughes estate reports spending 630000 on 34 lawyers and paralegals over 15 months to locate a valid will. They logged 6000 hours, reviewed records of 94 banks, and questioned people in 13 states and four foreign countries.

Lutes Brothers Excavating of Berlin Heights sues Norwalk city for 8600 accusing negligence in a fire on city property October 10 near the Jennings Ready Mix Plant on Woodlawn Avenue that damaged 8600 worth of plastic piping.
