Lawmaker accuses state agency over Milligan case handling
Columbus State Rep. Mike Stinziano accuses the Mental Health and Mental Retardation Department of concealing details on how Arens Mental Health Center doctor David Caul treated William S. Milligan a convicted rapist with multiple personalities. He says furlough privileges given to Milligan risked public safety in a deal to publish a book. Ohio University students reportedly saw Milligan before exams ended December 21.
