Senate eases OSHA reach for small farms and funds Labor
The Senate and House agreed to exempt farming operations with five or fewer average daily workers and up to 12 on peak days from OSHA jurisdiction while approving 57.1 billion dollars for Labor and HEW. The compromise keeps citations possible but bars fines for non serious first offenses. Senator Harrison Williams pledged continued scrutiny of OSHA and on site help for small family businesses.
