Cabinet Moves Conflict Over Reorganizing Agriculture

Washington UPI reports President Carter faces a clash over reorganizing the Agriculture Department. An OMB study favors a Food and Agriculture Department with expanded duties including food inspection and labeling and several programs moved from other agencies. Congress opposes shifting Forest Service and rural programs, arguing it would hinder food and resource needs. The plan hinges on splitting Agriculture into farm and marketing versus consumer and nutrition functions, with HEW as an alternative if not adopted.
