Urban business tax breaks eyed by Ohio committee

A legislative study panel in Columbus recommended tax incentives for businesses locating in urban areas. The report calls for a loan commission to back urban loans, access to federal block grants for loans, homeowner rehabilitation credits, low cost housing loans, a high risk fire insurance pool, a receivership law, updated building codes for single family homes, and mandatory measles immunization and TB testing for school entry.

Goldberg Defends Spock in Antidraft Conspiracy Case

Former Supreme Court Justice Arthur J. Goldberg pressed the First Amendment defense in U.S. Circuit Court of Appeals to free Dr. Benjamin Spock and three others convicted of antidraft conspiracy. He argued no conspiracy has been proven under the First Amendment. In Norway Humphrey received a warm reception from 1,000 students and said he would run in 1970 but did not specify the office.

Fire At Troubled Addison Junior High School

Fire swept Addison Junior High School in Cleveland with teachers assaulted by students two days earlier. Students were evacuated from the East Side school until the blaze was extinguished. Cause unknown, confined to the teachers lounge. board officials conducted classes during a morning meeting addressing Tuesday disruptions.

Norwalk OKs 1969 City Budget of 2.24 Million

City council approved a 1969 appropriation of 2,240,578, about 125,739 more than 1968, driven by salary increases and sewer fund rise. Mayor Harold Finch urged budgets within limits as departments head into the year. Funds allocated across general, water, electric, sewer, streets, parks, police and fire pensions, and capital improvements.

Newark priests declare independence from archdiocese

Twenty young priests including two Negroes say they will document church discrimination against slum minorities. They accuse the Newark archdiocese of racist, bigoted and apathetic attitudes toward Negroes and Puerto Ricans in the slums and will present evidence at a news conference.

Copacabana Chorus Line to Close in a Week

New York reports the Copacabana chorus line will shut down within seven days. Producer Jules Podell says he wants to try something new as the act, once a dozen strong, now has six Copacities. Only the Rockets at Radio City and the Latin Quarter chorus line remain. Latin Quarter performers strike for higher pay.

Louisiana flu mirrors Hong Kong flu for practical purposes

The National Communicable Disease Center reports that the Louisiana flu is so similar to the Hong Kong flu it can be considered the same virus for practical purposes. The report notes both strains cause equally devastating illness in the United States.

Heavy Snow Expected With Warnings In Norwalk Area

A weather notice warns of heavy snow today with accumulation 4 inches or more by evening. Snow transitions to flurries tonight with lows in the upper teens. Forecast calls for continued cold and more snow through Thursday and Friday.

Norwalk Construction Up 20 Percent in 1968

City records show Norwalk total construction valued at 1.85 million in 1968, up from 1.56 million in 1967. New construction totaling 1.563 million in 1968 rose from 1.288 million in 1967, while residential spending fell to 707 thousand from 865 thousand and new homes permits dropped from 40 to 30. Industrial construction more than doubled from 334,666 to 827,659. Mayor Harrd Finch delivered the report to the City Council and noted mayor's court receipts of 32,863 for 1968.

More Inches Of Snow On Tap

Heavy snow warnings for northwestern Ohio predict at least four inches today. Ground already holds one and a half inches from Monday and Tuesday. Roads are partially snow covered with drifting possible as winds rise to 15 to 25 mph. Temperatures will remain in the teens tonight and reach the 20s Thursday amid continued chances of snow through next week.

Actress Julie Andrews files libel suits totaling 6 million against two magazines over false claims. One article linked her romantically with Sidney Poitier and denied by Andrews. The other alleged she was indifferent to her daughter Emma's welfare. Suits target McFadden-Bartell Corp and Bartel Media Corp.
