On February 20 1971 a cake at City Hall displayed a mock verdict for Mayor Harold Finch with a note about stealing affections and a 52 year sentence. The scene coincided with a birthday surprise and a calendar circled February 20. The health commissioner Dr George F Linn celebrated his birthday in his office Friday.
Rain and ice swollen the Chagrin River topped flood stage at 7 30 p m washing into Chagrin Harbor subdivision. Officials say damage is minor and confined to the area as authorities monitor for further rises. A separate report notes a predawn regional blackout in southeastern Massachusetts and parts of Rhode Island affecting about 250 000 people with power restored by early morning.
A blaze roared through a southeastern Missouri house early today killing seven people six of them children. Fire officials said the two story residence burned quickly trapping the victims inside around 2 am in Steele.
A former civilian head of PX services in Vietnam called the bribery allegations the worst situation he had seen as Senate investigators probe corruption in post exchanges and service clubs. Frank Burgess refused to discuss kickbacks or submit financial records, repeatedly invoking the Fifth Amendment during questioning at the third day of hearings led by Senator Abraham Ribicoff.
City wage committees and the finance panel planned to meet the city auditor to resolve discrepancies in payroll figures. Capt. Donald Daugherty and Darrel Young were chosen to represent all wage committees, with a follow up meeting to clarify totals. An early morning fire at the John Schaffer farm destroyed a barn and equipment, with livestock possibly lost and swift fire response from Norwalk and Fairfield Township. In Cleveland, homicide count rose to 31 as two men were killed in separate incidents, with police seeking three suspects and another man held on an unrelated case.
NORAD sent the actual alert instead of a test message triggering dozens of broadcast stations nationwide to go off the air. Denver telephone officials reported the Cheyenne Mountain headquarters transmitted the wrong teletype tape with the code word.
Pulitzer winner Harold E. Martin declines Gov. Wallace's offer to join the Alabama State Board of Corrections. He vows to continue exposing corruption and defends editorial independence at the Advertiser-Journal amid Wallace administration tensions.

The Berlin Milan School District schedules a May 4 special election to renew a 4.8 mill operating levy and approve a 1 mill levy for permanent improvements. The renewal would bring about $150,000 in revenue, while the improvements levy would add $30,000 for buildings and equipment. The issues were sent to voters at the February 10 meeting after a prior 1 mill improvements levy failed in November.
Robert and James Berry will take over the Elks dining room effective Monday. They plan remodeling next week and will continue serving food and drinks during the work. The Berry family runs Berry's Restaurant at 15 West Main Street with 25 years in the business.
WLKR announcer Henry Timman recounts a false emergency message from NORAD during a routine 9 30 alert. The AP in Columbus and other stations continued normal programming while Timman checked car radio and WLKR verified authenticity with monthly authenticator words.
