Ohio Tax Commissioner Edgar L. Lindley announced the first 40,725 individual tax refunds totaling 1,025,876.50 have been certified to the auditor for payment. Recipients should receive checks within two weeks, reflecting increased early filing among taxpayers.

A rural Monroeville family lost their home and most possessions Saturday night as firemen ran out of water in sub zero temperatures. Rolland Wendt his wife Helen and 13 year old Kevin escaped unharmed and retrieved some furniture from the first floor. Fire Chief Olin Schneider said the family called at 7 15 p m after trying to fight the blaze themselves. Firefighters arrived with a tanker and pumper but ran out of water and summoned aid from Norwalk as area farmers brought water to the wooden frame house. It took three hours to extinguish the fire which totally destroyed the house. the garage was not damaged. The fire likely started upstairs from electrical wiring. The Wendts probably stayed with relatives.
Alliance Ohio standout Tana Carli, 22, named Miss Willard Jaycee 1979 after the Willard High School pageant. Carli, magna cum laude Akron 1978 graduate and Arthur Young accountant, earned a $500 scholarship and car use, with runner ups Kathleen Vernon Judy Brown Brenda Homan and Lory Mercer also receiving awards. The pageant opens the state Miss Ohio preliminaries and ended with a reception at St Francis Catholic Church.
The Soviet Union warned China to withdraw from Vietnam before it is too late but stopped short of detailing any concrete military response. Tass reported Gromyko consulted Vietnam's ambassador as Soviet media noted Beijing's alleged American card. The statement pinned responsibility on China's leadership for any consequences.

The nation honors slain ambassador Adolph Dubs at Arlington National Cemetery with a 19 gun salute as President Carter salutes and comforted his tearful wife. Dubs, 58, was kidnapped in Afghanistan and killed in a shootout with four terrorists. He was named ambassador seven months ago and will be buried at Arlington after a memorial service.
