Sen Taft introduces a bill offering amnesty to draft resisters in prison or abroad with conditions. Deserters would not receive amnesty due to impact on morale. Amnesty tied to three years of limited public service for about 500 jailed and 70,000 in exile.
Sen William Saxbe of Ohio says India derides the United States and accuses it of fomenting war even as he notes his peace mission prior to hostilities. He predicts India will seek aid after a truce and expects 30 million refugees within India once the conflict ends.
Columbus Ohio officials vote 5 to 2 to fluoridate the city water. Mayor M E Sensenbrenner faces possible veto after losing re election. council member Roland Sedgwick predicts a veto to reflect the will of voters.
Norwalk hired lawyer Wallace Duncan and engineer Richard Popham as consultants for the sale of the municipal electrical system. Duncan disclosed past advisory roles for Yankee-Dixie Power and APPA, but says no fees were received from Yankee-Dixie. Bids are to be opened Saturday with Ohio Edison and Yankee-Dixie among interested parties.
Ex prisoners Richard Fecteau and Mary Ann Harbert arrived at Valley Forge Army Hospital after a 10 hour nonstop flight from Honolulu via McGuire Air Force Base. They were described in good physical condition by Dr Leonard Johnson. Harbert had been missing since 1968 and Fecteau had not set foot on the U S mainland since imprisonment in China 19 years ago.
Indian government spokesmen report fighting underway on the outskirts of Dacca as a top Pakistani troop commander surrenders. East Pakistan officials resign and seek protection in Red Cross neutral zones. India says it will honor the request. In Washington, GOP leaders urge Rep. Ashbrook to skip the New Hampshire primary, while Senator Dole disagrees.
Charles Manson’s long day in court concluded with a life sentence at San Quentin after his arrest for the 1969 slayings of actress Sharon Tate and six others. The verdict caps more than two years of legal proceedings and establishes him as the mastermind of the killings.

Norwalk native and Hug Concrete Paving worker Timman, 48, filed petitions to seek the Jan 2 1973 term on the Huron County Board of Commissioners as an independent. He will not appear on the May primary ballot. The Board also notes New London detective Loren Welch filed petitions for sheriff as a Democrat.
Service Director Herbert Krogh says a line mix up at Substation A cut steam to the turbine, triggering a safety valve and a boiler seal blow. The plant, generating 9 100 kilowatts, relied on back-up units plus Ohio Edison 6 000 kilowatts. number five boiler may stay shut until ash cleaning completes while load is monitored for Christmas.
