Strangler Suspect Held After Sixth Cincinnati Slaying

Waugh Questions It Is It Legal For City To Finance Downtown Study
Norwalk city council voted to back a Chamber plan for a $6000 downtown study with 40 percent city funding and 60 percent Chamber support. Council member Frederick F Waugh was absent, and he sought more information on goals and legality of public funds for the program.
