The FBI confirmed early today that laboratory tests positively identified two of three civil rights workers found buried in shallow graves. Missing since June 21, the victims include James Chaney, 21, of Meridian, Mississippi, with a third identification expected soon.
The Norwalk City Council approved several ordinances as emergencies in a 16 vote session, but failed on suspending rules for a highway bypass ordinance requested by the state. Councilmen Smith and Saladin opposed the rule suspension.
Positive identification of Chaney was expected soon as investigators noted little doubt the body was his. The corpse was found buried under dirt from a pond site and transported by ambulance to the University of Mississippi Medical Center for overnight autopsy work. The men were involved in the Mississippi Project, a college student voter registration drive for Negro voters.
Defense Secretary McNamara said U.S. naval planes damaged or destroyed about 25 North Vietnamese patrol boats in raids on PT boat bases at Hon Gay Loc Chao Phuc Loi and Quang Khe and the Vinh oil depot. Two American planes were lost with pilots missing. The strikes followed Tuesday’s clash with six torpedo boats near the Gulf of Tonkin.
UPI reports from Hanoi and capitals worldwide describe U.S. and ally reactions to the Gulf of Tonkin actions. Radio Moscow cites raids as forced exits from communist air space. In Washington, leaders push emergency resolution to back peace by any means. The UN Security Council to meet on charges of aggression as Goldwater returns to D C and Hasluck defends American strikes as justified.

President Johnson, speaking at Syracuse University, denounces North Vietnamese hostility as deliberate aggression toward U.S. naval forces. He cites McNamara’s report of 64 sorties and damage to North Vietnamese patrol craft, vows action in response and stresses commitment to peace.

Holman and Dr. Jack Walker emphasize threats or attempts often occur without mental illness, though history varies, and urge professional help through physicians or public guidance centers.
An attempt will be made to pump a shallow oil well on the J. T. Wargo farm in Fitchville Township. The hole drilled to 4040 feet has been cemented back to 1900 feet and electro-logging readings indicate possible oil at 1100 feet. The rig will be pulled Thursday with results expected this weekend.
Fanny Farmer Candy Co and Teamsters Union discussed an informal NLRB hearing today to decide on decertifying the union as the employee representative. Richard Rice said an informal agreement looks possible with eligibility lists the main issue. a formal session would occur if talks fail. Louis Scheid represents the petitioning employees as the hearing proceeds.
