Igor Stravinsky the Russian born composer of modern classical music died in his New York apartment at age 88 after a lengthy heart ailment. He had worked vigorously until shortly before his death and was hospitalized last April for heart problems.
Diplomatic sources in Jerusalem say a new U S bid to restart Arab Israeli talks bogged down as Israel kept its armed forces on high alert. Rogers urged Eban to push Suez reopening as a first step, while Sadat warned of renewed fighting. Dayan pledged Israel will not be defeated if war returns.

They back a ballot proposition creating three autonomous police departments by race with aims for day care, tax reform, and affordable housing. Governor Reagan warns it could happen here.
St Paul High School driver education students place notes under windshield wipers in Norwalk warning drivers that a car is stolen every minute. The notices urge motorists to lock cars and take keys, noting auto theft costs to parents exceed 100 million dollars. The school said theft statistics would be available by Wednesday.

Norwalk city tax deadlines announced by City Accountant Charles Woodward. April 15 is the deadline for individuals to declare estimated 1971 income and file 1970 final returns. Wage earners with taxes withheld need not file. rental and self employed must file. Businesses have until April 30 to file a form detailing 1970 deductions. If forms are missing, pick them up at City Hall. A separate London report notes a Times letter criticizing Truman’s “buck stops here” dictum.
A nationwide strike in Italy disrupts tourism as hotel staff abstain from work. Millions ordered by three major unions to join at midnight. thousands already began, leaving tourists to carry luggage, operate elevators, skip room service and make beds.
Engineers explored sealing leaks in the new Willard Reservoir without draining it. Kelly reported ongoing seepage of about one inch per day with a temporary two to three million gallon per day loss rate, and noted a bentonite clay solution may seal leaks without draining the reservoir. Council planned no hasty action and set an April 19 meeting to approve changes, with state and federal partners to be consulted. Willard residents began using water from the $4.8 million reservoir in mid February. Four thousand trees for the reservoir property were ordered from the Department of Natural Resources.
A bill allowing married women to use their maiden names after filing a notice of intent was killed by Massachusetts State House representatives. During debate a lawmaker stated I would throw her out of the house if she used her maiden name.
Police Chief Coffey links the Cleveland headquarters radio room stress to the shooting spree by Patrolman Thomas F. McLaughlin. McLaughlin, 19 years on the force, killed Patrolman Thomas S. Hakaim and wounded Sgt. Sheldon B. Friedland after anger over a delayed sergeant promotion. Coffey moved 12 street officers to radio duty to handle the call load.
