Promoters Cash In On POW Plight Scams Exposed
In Orange County a POW fund scam raised thousands via a tabloid called Veterans News. Promoter Jack K. Armstrong, a former convict, led 70 telephone solicitors who printed a special POW edition and asked donors to cover printing costs. Authorities halted the scheme with a court injunction.
