Senate sponsors claim enough votes to pass a resolution directing up to 180 million from a special fund to provide free or reduced price lunches for needy children. The plan targets 9 million disadvantaged kids, about 2 million more than current admin rules would cover.
The House extended the Office of Economic Opportunity for two years and launched a large day care development program for children of working mothers. The measure, part of the Economic Opportunity Act, passed 251 to 115 with a 6.7 increase over Nixon’s OEO budget. Day care would offer educational and health services and be open to families of all incomes with priority to low income, while free care cutoff was trimmed to 4320. The Senate must reconcile differences.
The Senate approved a Mansfield amendment seeking U S withdrawal from Indochina within six months. House doubt persists as Republicans and Democrats clash over ending war funding and next steps on the draft and procurement bill.
Treasury Secretary John B. Connally said the United States will keep the 10 percent surcharge on imports until other major nations make tough political and economic decisions. He outlined two paths to resolve the IMF and World Bank impasse as negotiations resume within three weeks and urged progress on tariff removal and currency realignment through a free float.
