The city will begin plans this week for sewer lines street lighting curbs and gutters in a newly incorporated section. Aldermen approved hiring the engineers and expect to start spring work while winter plans are prepared. A dump truck loaded with cinders overturned twice about a half mile south of Frederick Function on Route 340 around 10:30 AM. Driver Woodrow Davis of Alexandria VA escaped with a turned ankle after lug bolts on the rear right failed, causing dual wheels to detach. The load was to carry cinders from Williamsport power plant to Rockville for a cinder block factory, investigators said.
