Berlin May 30 The People's Congress ratified a Soviet style constitution and named Gerhart Eisler to the government. A 22 member Paris delegation was chosen to back Soviet Foreign Minister Vishinsky in talks. Ratification was by show of hands with little debate as Otto Grotewohl denounced Bonn’s constitution and warned of freedoms tied to democracy.

Eastern constitution eyed as basis for German understanding
Grotewohl suggested the Eastern constitution might serve as a basis for talks with the West. The People's Congress was chosen two weeks earlier in the Eastern zone with about a third voting yes. About a fourth of delegates were named by Communist groups in West Germany to claim broader representation. The constitution enshrines socialization of industry and land as in the Soviet zone, allows limited freedom of speech and assembly, and omits a press freedom guarantee beyond prohibition of censorship.
