Student barred from prom by school conflict over disability
David Gallaher, a 17 year old from Frederick, is barred from attending Gov. Thomas Johnson High School’s prom and graduation due to a dispute with a special education teacher. His father sought a temporary restraining order from U.S. District Judge William M. Nickerson, but the request was denied after a 45 minute conference. The case follows an October 1992 incident in which Gallaher was involved in an altercation with a special education teacher and later suspended from school.
