Dual U.S. 15 project stalled by historic preservation panel

U.S. 15 project manager S Lewis Helwig says the Advisory Council on Historic Preservation is delaying final environmental approval needed before design can proceed. The council must approve the plan, tied to the Frederick County area, with a July design hearing set. Officials warn a fall 1978 construction target may slip if delays persist. Memorial Day school closings and snow-day adjustments add to regional disruption as local leaders press for progress.

Supreme Court bans unannounced workplace inspections

The Supreme Court ruled 5-3 that the federal government cannot perform unannounced OSHA spot checks. The decision voids part of the OSHA act allowing Labor Department inspectors to conduct about 400,000 surprise visits since 1971. Justice White stated the Fourth Amendment protects commercial premises, requiring probable cause for inspections. The ruling challenges OSHA’s enforcement approach across more than 6 million locations nationwide. The decision drew praise from business groups as a win for freedom and limits on warrantless searches.
