Federal agencies under fire for Maryland pollution rules
In Annapolis and statewide, Maryland officials fault seven large federal facilities for lacking industrial discharge permits required by 1974 under the 1972 Water Pollution Control Act. EPA officials acknowledge delays but insist efforts have shifted to bring installations into compliance. Aberdeens Proving Ground and Indian Head Naval facility are named among violators, with state inspectors barred from facility inspections.
