Lane argues against prisoner labor competition at convention

Governor Lane told the Mary and District of Columbia Federation of Labor in Hagerstown that imprisonment cannot be a source of cheap labor. He urged a penal program that avoids direct competition with free labor and seeks noncompetitive work for inmates to aid rehabilitation. He noted the need to expand state use of prisoner labor as part of reforms.

Maryland minimum wage law for state projects outlined

The 1950 Maryland Legislature approved a public works minimum-wage law. It sets that state job wages equal the local area prevailing rate, to be determined by a six member board. It aims to protect the state and labor from private-prison industry competition.

Maryland picks two labor reps for state board balance

The state board appoints labor voices Frank Clark Ellis of Baltimore Build ing and Construction Trades Council and Clement Preller of Silver Spring as the two labor representatives. Other members include the state chief engineer, Attorney General, schools superintendent, and a Roads Commission member. The governor signals labor rights will not be restricted by new laws. He notes the Chesapeake Bay bridge contributes about 6.5 million man hours of labor plus substantial hours in material prep and prefabrication statewide. A separate push to reorganize federal agencies fails in the Senate, with 66 to 13 votes, while a second FCC-related measure passes 50 to 25 in the same session.
