State halts dynamometer tests amid plumbing of politics
Ozone control program shifts to simpler tail pipe tests after computer glitches and legislative quarrel delay a stricter dynamometer run. Tests begun on about 1,800 state cars show 15 to 20 percent failing, with many aspects such as fuel system pressure tests sidelined and waivers kept at $150 for another year. Cars may volunteer for the dynamometer, then reattempt tail pipe tests if needed, and test fees drop to 12 dollars this year before rising in June 1996.
