U S Industries Slow to Use ECA Guarantees

London reports the Soviet radio named Vassily Sokolovsky first deputy minister of the armed forces for the USSR and relieved him in Germany. Nikolai Bulganin is out as Minister of the Armed Forces, replaced by Alexander Vasilevsky, who becomes commander in chief of Soviet occupation troops in Germany with Chuikov as his deputy. Bulganin remains deputy premier.
