Maryland to offer voluntary AIDS tests for prisoners

Maryland plans voluntary HIV testing for inmates to curb AIDS spread in a high risk population. The $403,000 startup cost plus ongoing AZT therapy could strain the corrections budget as inmate numbers rise, with debates over infected prisoners' rights versus exposure protection. Johns Hopkins study suggests undercounting infections. state figures show 110 inmates with AIDS or HIV, higher in reality. The program, urged in Schaefer's budget, would use public health clinics to test nearly 17,000 prisoners at no cost. Joseph H. Young calls it a necessary first step for adequate medical care.
