Collins Explains Voting On Tax Cut Measure
Frederick County Delegate Charles E. Collins said he was the sole local delegate to support bringing Delegate Francis X. Bessie’s tax cut bill from the House Rules Committee to the floor in the Special Session. The bill would cut the state income tax rise from 1 percent to one half percent and was released by a 79 to 52 vote and then recommitted to Ways and Means by 69 to 57. Collins noted he also cast the only vote against recommittal, stressing the action did not affect funding for the state aid to education program which requires $16,000,000 though the cut would raise $21,000,000.
