Exemption leaves 3 counties in Senate needle exchange bill
In Annapolis a bill to let counties provide free needles to drug users passed a key hurdle but 20 counties were removed from the measure at their senators’ request. Only Montgomery Prince George s and Baltimore counties remain, Baltimore City already runs a program. The bill faces final Senate action later this week with votes suggesting passage. In Baltimore the program reports a drop in new infections and 10 percent of applicants enrolling in treatment. Each needle is bar coded to prevent resale. The pivotal vote was 26-21 to keep Baltimore County in the bill after earlier 6-4 Senate support.
