Welfare Head May Challenge Mandel
Baltimore AP reports a proposal to extend welfare payments to striking workers could pit Gov. Marvin Mandel against his secretary of employment and social services Rita Davidson. Davidson said she will decide on implementing the change to Rule 200 despite Mandel calling it too far reaching for outside the General Assembly. Luther Starnes, spokesman for Davidson, said the administrative machinery to review the possibility of changing Rule 200 is in operation.
