In Baltimore, 21 year old Carl Daniel Kiel faced a grim case after being described as a good parole risk by Wallace Reidt state director of parole and probation. Kiel is accused of bludgeoning and raping Mrs. John H Boost Jr. in her home. A parole board member A Earle Shipley urged a restudy of parole functions. Kiel had a juvenile violation at 12 and a burglary conviction, but his prison record was excellent and he was paroled Aug 1 after 17 months. He held steady jobs until March and was laid off recently. He reported to his parole officer last Monday.
