Debates Ended by Rare Senate Closure Vote
The Senate invoked closure for civil rights debate on March 8 1917 under Woodrow Wilson and used it only six times since. In a 71 to 29 tally a new coalition of Northern Democrats and liberal Republicans carried the measure despite Southern opposition led by Richard Russell. The vote signals a hard fight ahead with some 585 amendments pending and a final decision aimed before the July Republican National Convention in San Francisco.
