U S Secrtary dismisses Russian Peace proposal as propaganda

Paris June 12 Secretary of State Dean Acheson told Foreign Minister Vishinsky the Soviet plan for a four power German peace treaty is “full of propaganda.” He said it is “all fleas and no dog.” The comment came at the close of a futile Council of Foreign Ministers session. The conference adjourned until Tuesday with talks focused on a future course. Vishinsky pressed for individual Western drafts within three months. Western officials see the move as a propaganda appeal to Germans. The Western position remains that a treaty is impossible while German unity and other issues remain unsettled.
