Four months after promising improved service the Maryland Blue Cross and Blue Shield reports major gains. Medicare handling rose to ninth of 60 with top performance in seven areas. Phone service now answers 70 percent within 30 seconds, toll-free access begun, and claims processed within 30 days for over 80 percent of claims.
