Joyce Brown won Burkittsville mayoral race defeating incumbent Paul Gilligan in an 83 percent turnout election. Brown will serve a three year term after securing 52 votes to Gilligan's 47, with Pat Guyton Ralph Smith and John Ahalt elected to the town council.
Frederick residents may not have to pay a 10 percent increase in their water and sewer bills as Mayor Jim Grimes announces a balanced fiscal 1999 budget without the hike. He says it came from listening and cooperation with aldermen, with $304,000 cut from the water and sewer fund and $91,000 from the emergency fund to total $395,000, delaying tank refurbishments to a future year or bond issue. The decision followed opposition at a public meeting and among aldermen who urged avoiding rate increases. Critics noted the compromise delays needed upgrades, but officials emphasize maintaining services while trimming costs.
President Clinton and Independent Counsel Kenneth Starr disagree on Supreme Court involvement. Starr seeks expedited review while White House lawyers urge the court to allow the federal appeals process to proceed. Clinton aides previously asked the justices to avoid bypassing the appeals court and conflict with attorney client privilege.
The ruling removes barriers to questioning Sidney Blumenthal about his sources of derogatory information on Starr's staff while the White House argues attorney client privilege may shield Bruce Lindsey from answering grand jury questions.
